Beijing
Beijing is the capital of China, and the national political, cultural, scientific and technological innovation and international communication center. The discussion of congestion charging in Beijing started in May 2010, when former Deputy Minister Qiu of Ministry of Housing and Urban-Rural Development published an article, which suggests congestion charging as an effective solution. Since then, it has been viewed as a viable option.
